Emerging approaches stress the importance of understanding the political economic system of the marketplace for LCPS, particularly how relationships of energy and accountability between customers, government, and personal providers can produce higher education outcomes for the poor. Universal Primary Education was one of the eight international Millennium Development Goals, in the course of which progress has been made in the past decade, although limitations still remain. Securing charitable funding from prospective donors is one particularly persistent problem. Researchers on the Overseas Development Institute have indicated that the principle obstacles to funding for education include conflicting donor priorities, an immature help architecture, and a scarcity of proof and advocacy for the difficulty. Additionally, Transparency International has recognized corruption in the education sector as a serious stumbling block to attaining Universal Primary Education in Africa.
